Ex-con accused of touching himself, burglary at Tolleson apartment complexes

TOLLESON, AZ (AZFamily) — An ex-convict is back behind bars after investigators said he was caught touching himself and burglarizing an apartment at two complexes in Tolleson this year.

The investigation into 35-year-old James Shepard started in May when police said he was seen touching himself near the community mailboxes during the day at the Copper Cove Apartments on 91st Avenue, just south of Van Buren Street. Court documents said he was later seen touching himself while following a woman two other times that same month.

Then on June 16, police said he broke into an apartment on Van Buren Street, just east of 99th Avenue, and stole a man’s identification cards, 20 packs of Chinese cigarettes and a USB drive containing the victim’s residency information. On June 28, Shepard tried to use a screwdriver to pry open a back window at the same apartment complex but was unsuccessful…
