SARASOTA COUNTY, Fla. – A Sarasota County man is facing serious charges after allegedly scamming residents out of thousands of dollars for construction work that was never completed.
According to the Sarasota County Sheriff’s Office, Justin Allen Hoover, owner of J & J Screens LLC, entered into multiple signed contracts with homeowners—primarily in the Venice Isles Estates community—between January and April of 2023. Authorities say he collected over $50,000 in deposits for jobs that included building or repairing carports, screen rooms, and sheds, but failed to complete the work.
The services Hoover was contracted for fall under construction as defined by the Florida Department of Business & Professional Regulation (DBPR), which requires proper licensing and permits.
