BIRMINGHAM, Ala. — A tragic incident has sparked questions about accountability and oversight after 3-year-old Ke’torrius Starkes, Jr., known as “KJ,” died while in the custody of the Department of Human Resources (DHR). The child was left in a hot car, where temperatures reportedly exceeded 150 degrees, according to attorneys for the family.
The family has hired legal representation, calling the incident a “preventable tragedy” and initiating an investigation. KJ was in temporary foster care and was being transported by a social worker from Covenant Services Incorporated, a company contracted by DHR, on July 22.
