The El Paso Independent School District is setting new boundaries for student cell phone use, beginning August 4. Under Texas House Bill 1481, signed by Governor Greg Abbott, students will need to power down their devices, including cell phones and smartwatches, and stow them away during school hours. The district cites concerns for mental health, attention, and social development as the driving force behind this move.
El Paso ISD outlined the details of the new policy, which permits students to bring their devices, but mandates they remain off from the first bell to the last. The school district appears committed to creating an environment where students can engage more directly with their education and peers, and less with their screens. However, there are exceptions: devices may be used if a student has a specific educational plan or medical requirement, and, of course, in an emergency situation.
