RUTLAND — On Thursday, May 8, 2025, Sergeant Troy Chauvin of the Rutland Police Department responded to the area of Intervale Road and Charnock Hill Road after dispatch reported that a Massachusetts Department of Conservation and Recreation (DCR) ranger had called to report that he observed a person on DCR property who had previously been officially trespassed.

When he arrived on scene, Sergeant Chauvin met with the reporting party, a DCR park ranger, who reported that he had personally observed Dale Hogan on the property.
“[The ranger] also stated that he recognized Mr. Hogan from his previous encounters with him,” Sgt. Chauvin said. “[The ranger] reported to me that in October 2024, Mr. Hogan was served via registered mail a written notice of trespass by Mr. John Scannell, Director of Water Supply Protection. A copy of this notice was subsequently obtained and was submitted as documentation in this report for this matter.”…
