Maryland nonprofit handling $56M taxpayer dollars faces transparency concerns

BALTIMORE (WBFF) — A Maryland nonprofit that has received more than $50 million in taxpayer funds through the Baltimore City government faces a series of transparency concerns from some accounting experts, according to a Spotlight on Maryland investigation.

Connections Thru Life (CTL) has received $56.68 million from the Baltimore City Health Department since September 2022, according to city spending records. The nonprofit, which does not appear to have a website, states on its latest nonprofit tax form that it serves as the fiscal agent for the federally funded Ryan White HIV program.

CTL was granted tax-exempt status by the IRS in December 2021 and began receiving city funds just nine months later. Its 2023 tax form lists only one employee: Antawan Anderson, the organization’s president, who is reported as working 20 hours per week with no listed income. The form also does not list any board members and states that 100% of CTL’s income comes from government grants…
