CLEVELAND, Ohio (WJW) – Ahead of the school year, free haircuts and hair styling were provided for kids in the community center at the Rainbow Terrace Apartments on Cleveland’s east side on Sunday.
Rainbow Terrace was the site of an explosion and massive fire on June 23.
