AUSTIN, Texas — The Texas Department of Public Safety (DPS) has once again elevated Carlos Jose Ayala Morales, a convicted sex offender from Houston, to Featured Fugitive status in an effort to generate more investigative tips from the public. The reward for information leading to his arrest has been increased to $6,000 if the tip is received during August.
Carlos Jose Ayala Morales, 44, has been wanted out of Harris County since February 2025 for attempted indecency with a child by sexual contact. He was previously the department’s Featured Fugitive in March 2025. In 2000, Ayala Morales was convicted of burglary of a building and sentenced to six months of confinement. In 2018, he was convicted of evading arrest/detention with a vehicle and three counts of indecency with a child by sexual contact, involving two 14-year-old girls and one 12-year-old girl, as well as indecency with a child by exposure involving an 8-year-old girl. He was sentenced to seven years of confinement for each offense, to be served concurrently, and was discharged from a Texas Department of Criminal Justice facility in 2024.
