COOPER, TX — A Texas Department of Public Safety (DPS) trooper arrested a driver for DWI 3rd after responding to a single‑vehicle crash on West Dallas Avenue near SE 8th Street on August 11, 2025 around 4:10 p.m.
According to the affidavit, Trooper J. Newman arrived to find a 2013 Honda Civic with significant front‑end damage and a nearby power pole that had been cut in half. The driver was identified as Noel Scott Conley, age 59, who told the trooper he did not remember what happened and may have passed out. The trooper reported an odor of alcoholic beverage, bloodshot/glassy eyes, slurred speech, and balance issues.
Standardized Field Sobriety Tests were conducted; the affidavit notes 6 of 6 HGN clues and additional indicators of impairment. EMS transported Conley to Christus Mother Frances Hospital in Sulphur Springs for evaluation. After Conley refused to provide a specimen, the trooper obtained a search warrant for blood.
