ST. LOUIS, Mo. (First Alert 4) – The Francis Howell School District will go without key administrative positions this school year after it paid nearly $230,000 to a superintendent who never worked a single day.
Mike Dominguez was hired in March with a scheduled start date of July 1. But four days before his first day as superintendent, the district announced he would be delayed due to “unforeseen circumstances.”
