MURFREESBORO, Tenn. (WSMV) – People in Rutherford County have been finding stray dogs but said they can’t get anyone at Pet and Animal Welfare Services, or PAWS, to respond. WSMV4’s Courtney Allen looked into the reason why.
A couple months ago in a Kroger parking lot in Murfreesboro, Cindy Ropp-Richter said she found two large dogs without collars running around.
