LITTLE ROCK (KATV) — The Pulaski County Quorum Court has paused non-conforming construction projects just outside city limits after a new state law stripped cities of their power to regulate building near their borders.
Until last Tuesday, Arkansas cities could regulate what construction took place in their extra territorial or “planning” jurisdictions — ETJs for short. These were buffer zones extending one to three miles beyond city limits into unincorporated areas.
Now, with Act 314, cities have no control over construction right outside their borders…
