August 15, 2025 — On Friday, August 8, 2025, Governor Healey signed a $1.2 billion road infrastructure bill into law. It includes a 50% increase to Chapter 90 funding, which MAPC has long advocated, bringing the funding to $300 million distributed through a formula in Fiscal Year 2026 (FY26) after remaining at $200 million annually for over a decade.
$300 million of the funds will be distributed using funding formulas – $200 million level funding with previous years, will use the same funding formula of mileage, population, and employment as in years past and the additional $100 million in FY26 will be distributed via a new formula based only on local road mileage. While all communities will receive additional dollars over coming years, this addition will be a bigger financial boost to more rural communities.
In addition to the Chapter 90 formula funding, this legislation includes $885 million for the following programs:
- MassDOT Road and Bridge Lifecycle Asset Management Program: $500 million
- Replacement and Modernization of Culverts and Small Bridges: $200 million
- Capital Investments to Reduce Congestion and Enhance Street Safety: $185 million
