Not making the grade: Behind a Gilbert restaurant’s shocking health inspections

Stellar 66 opened near Baseline Road and Ash Street in April 2024. Enticing videos of Peking duck lit aflame tableside made the rounds on social media. In June, a health inspector found one major violation in the restaurant’s kitchen. The number of issues grew during subsequent inspections, with five priority violations recorded in October and eight in April 2025. Then, roughly a year after opening, the restaurant quietly closed.

In its place, Bing Bistro has opened. The new concept is the second location of a Scottsdale restaurant that serves dumplings and hand-pulled noodles. While the name has changed, the restaurants have an owner in common.

Chris Chen says he was a partner at Stellar 66, working on finding wholesalers for the restaurant and getting diners interested through social media marketing, but not engaged in the kitchen.
