NRC grants Vistra permission to bring Davis-Besse back online despite broken monitor

OAK HARBOR, Ohio — Vistra Corp.’s Davis-Besse nuclear plant remained offline Monday but entered what the U.S. Nuclear Regulatory Commission described as an “emergency situation” involving a monitor that measures neutron flux in the reactor.

Another effort at restarting the plant is expected to begin soon.

A letter dated Sunday from Ilka Berrios, acting chief of the NRC’s plant licensing branch, to Vistra’s Terry J. Brown states that the agency will allow the use of “alternative neutron instrumentation” during startup…
