Tacoma council to weigh $600,000 settlement with former officer acquitted in Manuel Ellis’ death

TACOMA, Wash. — The Tacoma City Council is expected to consider Monday a settlement agreement with a police officer who was acquitted in the death of Manuel Ellis.

Council members are considering a $600,000 payment to former Tacoma police Officer Timothy Rankine and his wife, Katherine Chinn. The council is expected to take up the issue during its meeting at 5 p.m.

Ellis, a Black man, died in police custody on March 3, 2020 after being arrested while walking home. Three officers who were accused of punching, tasering and hog-tying Ellis were acquitted in December 2023…
