10Investigates: DA to seek charges following updated report about man’s death while in Monroe County custody

KNOXVILLE, Tenn. — Lester Isbill, the 74-year-old Monroe County man who died in February after being held more than nine hours in a restraint chair by the Monroe County Sheriff’s Office, succumbed due to circumstances that include dehydration and constant restraint in that chair, a newly amended autopsy report shows.

That conclusion opens up the door for the district attorney or federal authorities to proceed with a criminal investigation. Isbill was legally in the custody of the Sheriff’s Office as he lost consciousness and stopped breathing while confined in the chair.
