RANDOLPH COUNTY, N.C. (WGHP) — Matthew Goins, of Franklinville, bought a $5 scratch-off on Wednesday and won a $200,000 top prize, according to an NC Education Lottery news release.
“Something just told me to go get that ticket,” Goins said.
