CHARLOTTESVILLE, Va. (WVIR) – The area under Free Bridge is still bare after it was cleaned out by Charlottesville Police Department last week, but people’s tents have made their way further into the Rivanna Trail.
“It’s getting worse and worse out here as more people close their hearts and don’t even care,” said Joshua Ballou, a Charlottesville advocate.
