EUGENE, Ore. — A 45-year-old Eugene man accused in a kidnapping and of removing his pre-trial ankle monitor was arrested on Tuesday night after his vehicle was flagged by a license plate reader camera, according to the Eugene Police Department.
EPD officials said that, on Sept. 2, at 11:35 p.m., a caller reported that a domestic violence suspect, identified as Jonathon Brian Kelly, had cut off his ankle monitor and was potentially involved in a kidnapping. He was said to be driving a Ford Edge. Officers, working to ensure the safety of a domestic violence victim linked to Kelly, were initially unable to locate the victim. The license plate reader system flagged the vehicle near W. 11th Avenue and Bailey Hill Road. An officer observed the vehicle in the 3000 block of W. 11th Avenue. Kelly and the victim were seen exiting the vehicle, with Kelly entering a deli and the victim going into another business. Officers confirmed the victim’s safety.
