LITTLE ROCK, Ark. – For 14-year-old Raquel from Little Rock, the June 2019 scene on West 16th Street in Little Rock lives forever in her head and heart.
“It’s absolutely amazing to me that she is as strong as she is,” said Officer Tommy Norman who met Raquel just two months ago.

At 8 years old, Raquel was outside playing with two other kids when a man approached her mother’s door and eventually went inside. Raquel says she made eye contact with him.
