The 4th Street project in Downtown Loveland began in February of 2025 and is expected to be completed by October of 2026. As the summer of 2025 came to an end we got a glimpse of what one of Loveland’s busiest streets will look like.
What’s the Cost of Loveland’s HIP Streets Project?
The Heart Improvement Project (HIP Streets,) the vision of which is to create a functional, aesthetically pleasing, eclectic Downtown environment that facilitates business vitality, fosters a sense of community, and accentuates the identity of the Downtown commercial district, will cost $24.5 million.
Spanning five blocks, I would say that this is one of the biggest projects Loveland has seen in decades; when it’s completed, we’ll have a lot to be proud of, in the meantime, it’s kind of a mess. While all the businesses are still open, those within the construction zone that need “foot traffic” to succeed have had a hard time.

The project began on the eastern-end of 4th Street, at Washington, and spread westward to just west of Lincoln by the summer of 2025. There are many more “foot traffic” businesses on the two blocks from Lincoln to Railroad, as compared to Washington to Lincoln; I would expect those businesses to feel a lot of pain when the real construction gets to those blocks.
However, by September of 2025, things were starting to take shape where the project began: A new all-concrete street, cement moldings that will hold new trees, large rocks being placed for seating and landscaping, and the old sidewalks were being torn out, getting ready for a whole new look…
