KAILUA, Hawaii (Island News) — Concerns with an increasing number of illegal campers at Kailua Beach Park prompted the city to close the popular Windward Oahu park overnight for the first time.
“It ebbs and flows, but a number of homeless individuals have camped without authorization here at Kailua Beach Park, but it’s become a growing issue,” said Bill Hicks, chairman of the Kailua Neighborhood Board.
