PARSONS, Kan. — Parsons Police arrested a Texas man after a stolen car was located using the department’s Flock Safety license plate system.
Around 5:30 Monday afternoon, officers tracked a gray Lexus IS300 reported stolen out of Midlothian, Texas, traveling eastbound on Hwy 400. Authorities tracked the car to the Holiday Inn parking lot on Cattle Drive.

Authorities say the driver, Khaalid Rashard Lathrop-Ragland, 24, tried to flee on foot but was caught in the wooded area near Token Creek.
Parsons PD says two handguns and personal property, reportedly linking Lathrop-Ragland to the vehicle, were recovered. He was booked on charges of possession of stolen property, criminal possession of a weapon, and interference with law enforcement…
