Denton Seeks Public Input on Federal Housing Aid Fund Reallocations for Homeless Support Services

The City of Denton has opened up the floor to its citizens, seeking input on its proposed changes to how federal housing aid funds are used. From September 1st through the 30th, public comment is being accepted on substantial amendments that would alter the allocation of HOME Investment Partnerships Program (HOME) and HOME Investment Partnerships American Rescue Plan Program (HOME-ARP) funds, as sourced from the U.S. Department of Housing and Urban Development (HUD).

Central to these amendments is the reallocation of an estimated $693,039.11 in unprogrammed HOME funds, with the new focus on Tenant-Based Rental Assistance (TBRA) and Supportive Services programs. These are critical lifelines for those grappling with homelessness, assisting with not just a roof overhead but the essentials, such as security and utility deposits. While the City currently utilizes HOME-ARP funds for these TBRA and Supportive Services, the changes would see an amendment of the use of an estimated $501,712.28 in HOME-ARP funds from TBRA to exclusively Supportive Services, which would mainly prioritize case management for households transitioning into stable, permanent housing.

The City’s intentions with these proposed amendments are aimed at streamlining and improving the efficacy and reach of these programs. Denton aspires to update the 2023-2027 Citizen Participation Plan to award funds directly to subrecipients managing TBRA and Supportive Services programs. This is a shift from the previous practice of announcing funding availability and a 30-day application period.
