STRASBURG, Pa. — Residents in the ‘Meadows at Strasburg’ development in Lancaster County say many barn cats have been displaced as crews tear down the buildings, leaving the animals confused, scattered, and in some cases injured.
Adam Dowbnia, who lives nearby, told FOX43 he began noticing the cats over the summer. He says he offered to trap and relocate the animals at no cost but was blocked from accessing the property.
Under Pennsylvania law—Title 18, Section 5533—there are protections against abandoning or mistreating animals during demolition. Local ordinances also require humane treatment…
