New report recommends rent control in Providence amid rising prices

PROVIDENCE, R.I. (WJAR) — A new report recommends the city of Providence explores rent stabilization or rent control policies.

The city council’s Housing Crisis Task Force presented a 46-page report to the council Thursday including a variety of recommendations including expanding housing supply, increased regulation of the rental market, tenant protections, and expanding emergency shelters and homelessness support services.

The report said a good rent stabilization policy would include capping annual rent increases at the lower of either a set percentage or the annual change in the Consumer Price Index, requiring 90 days notice of any increases, and establishing penalties for landlords attempting to bypass regulations…
