Electrical Device, Loaded Syringes Found During Vehicle Searches At Presque Isle Downs, Parx Racing

Two licensed owners have been summarily suspended by the Pennsylvania Horse Racing Commission after security personnel conducting vehicle searches at stable gates on Sept. 19 at Presque Isle Downs and Parx Racing found an electrical device in one instance and needles and loaded syringes in another.

Miguel Alberto Olguin, licensed as an owner/stable employee, was alleged to be in possession of an electrical device in his vehicle during a search at Presque Isle Downs in Erie, Pa. The ruling states that Olguin was in violation of 7 PA Code Section 305.273 (h) and 185.2, along with HISA Rule 2273 – both agencies ban use or possession of electrical, mechanical or shocking devices that can be used to stimulate a horse. The matter may be turned over to law enforcement, the ruling states.

At Parx Racing in Bensalem, Pa., owner Angel M. Cuello, who races as AC Racing Stable, has been summarily suspended after a ruling states that he was found to be in possession of needles and loaded syringes in his vehicle. 7 PA Code states that “no person, except a commission veterinarian, racetrack veterinarian or veterinarian licensed by the commission, may possess or use a hypodermic needles, hypodermic syringe capable of accepting a needle and injectable substance of any kind, type or description on the licensed racetrack grounds, in that person’s custody, control or possession.”…
