MEMPHIS, Tenn. — The City of Millington says County Clerk Wanda Halbert hasn’t paid rent on her Millington branch office since 2023, and owes taxpayers more than $30,000.
The statement from Millington City Manager Frankie Dakin comes a day after the clerk’s Whitehaven branch closed indefinitely after a report of possible mold, the third branch office to close in recent years.

Dakin said the city “will not close the doors” in Millington, but threatened possible legal action.
“County Clerk Wanda Halbert has not paid rent since 2023 and now owes more than $30,000 to Millington taxpayers. This is unacceptable,” Dakin wrote in an email to WREG. “If everyday citizens are expected to follow the rules and pay their bills, so should the County Clerk. Millington is glad to provide a convenient location for County Clerk services to make life easier for residents in North Shelby County. Too many Shelby County residents have lost access to these services because of the failures of the County Clerk. The City of Millington is committed to doing everything we can to resolve this without legal action. We will not close the doors on Shelby County residents, but Millington taxpayers will not be taken for granted.”…
