EVANSVILLE, Ind. (WEVV) — An Evansville mom is in jail on felony neglect charges after a neighbor found her 1-year-old alone outside, according to police.
In July, officers responded to an area of Stevens Avenue to investigate a report of a 1-year-old being found.
