Court filings: 19-year-old hit-and-run suspect had cocaine, alcohol in system

NEW ORLEANS (WVUE) – The Orleans Parish District Attorney’s Office filed new court documents in an effort to introduce additional evidence in the fatal hit-and-run case that killed popular French Quarter bartender Michael Milam.

The filings state that 19-year-old Thomas Riggio was speeding when he struck Milam on St. Claude Avenue on July 12. Video evidence allegedly shows Riggio did not slow down or attempt to avoid Milam, who was merging across two lanes to make a left turn.

According to the documents, Riggio had two passengers in the car at the time of the crash — one witnessed the impact, and the other was asleep until awakened by the collision.

Riggio allegedly told both passengers he would take them home first, then turn himself in to the police. However, when the passengers realized he had not contacted authorities, they informed their parents and reached out to law enforcement…
