Lt. Cmdr. William Scoggins, originally from Birmingham, Ala., has been named Junior Officer of the Quarter for the third quarter of 2025 while serving with Expeditionary Medical Facility-Mike (EMF-M) in Jacksonville, Fla. This accolade recognizes junior officers who exemplify the Navy’s core values of honor, courage, and commitment.
Scoggins, a 1996 graduate of E.B. Erwin High School, attributes his success to the values he learned growing up in Alabama. “I will always love Alabama,” Scoggins said. “Growing up there, I learned to be thankful and content.”
