Birmingham native honored as Navy Junior Officer of the Quarter

Lt. Cmdr. William Scoggins, originally from Birmingham, Ala., has been named Junior Officer of the Quarter for the third quarter of 2025 while serving with Expeditionary Medical Facility-Mike (EMF-M) in Jacksonville, Fla. This accolade recognizes junior officers who exemplify the Navy’s core values of honor, courage, and commitment.

Scoggins, a 1996 graduate of E.B. Erwin High School, attributes his success to the values he learned growing up in Alabama. “I will always love Alabama,” Scoggins said. “Growing up there, I learned to be thankful and content.”

Scoggins joined the military two decades ago, initially enlisting in the Marine Corps. “I first joined the Marine Corps because I wanted to be the best,” he said. After completing his enlistment, he transitioned to the Navy as a Nurse Corps officer…
