Niagara Falls Police responded to Target on Niagara Falls Blvd. around 3pm on September 21st after reports of a shoplifter.
Upon arrival, officers watched security footage of Sara L. Orlandi concealing unpaid merchandise. Then, at 3:02pm, Orlandi passed all points of purchase with the unpaid merchandise.
