WICHITA, Kan. (KWCH) – In the latest development involving a Kansas connection to an international conspiracy, a Latvian national pleaded guilty to illegally shipping U.S. avionics to Russia.
Specifically, the U.S. Department of Justice explained that Oleg Chistyakov, 56, pleaded guilty “for his role in a years-long conspiracy to circumvent U.S. export laws by filing false export forms with the U.S. government and, after Russia’s invasion of Ukraine in February 2022, continuing to procure and sell sophisticated and controlled avionics equipment to customers in Russia without the required licenses from the U.S. Department of Commerce.”
Court documents show that Chistyakov admitted to conspiring with two Kansas men: 62-year-old Gregory Buyanovsky, of Lawrence, and 58-year-old Douglas Edward Robertson, of Olathe, “to facilitate the sale, repair, and shipment of U.S.-origin avionics equipment to customers in Russia and in other countries that operate Russian-built aircraft, including the Federal Security Service of Russia (FSB).”…
