KNOXVILLE, Tenn. — One year ago, Hurricane Helene caused devastating flooding in parts of East Tennessee and Western North Carolina. Recovery efforts began soon after, with assistance from neighboring communities, people across the country and government officials.
However, the help the counties need from the Federal Emergency Management Agency is coming more slowly.
