A Syracuse man was charged with driving while intoxicated after he drove significantly under the speed limit on Interstate-81.
The New York State Police report noted that on Sunday (Sept. 28), a trooper on I-81 near mile-marker 53 in the City of Cortland observed a vehicle traveling about five miles-per-hour in the northbound lane.
