AKRON, Ohio — The scene Thursday outside the Summit County Courthouse has become a familiar one in Akron: Protesters gather, seeking repercussions for officers who shot Black men in the line of duty.

For the third time in two years, critics have accused the legal system of failing to deliver justice after grand juries absolved Akron officers of wrongdoing. On Thursday, activists were outraged when Akron police officer Davon Fields avoided charges in the death of Jazmir Tucker, 15, who was shot in the back on Thanksgiving.
