BALTIMORE, Md. (WBFF) — The investigation into the death of a Department of Public Works employee continues to raise questions about what happened the day Timothy Cartwell went to work and didn’t come home.
Baltimore City State’s Attorney Ivan Bates released a report that said DPW “tainted” the investigation due to failures to follow protocols. Because of that, Bates said his office couldn’t move forward.
