Downtown St. Paul’s economy showing new life after state employees mandated to return to office

In downtown St. Paul, businesses are noticing a difference after state employees began returning to the office for 50% of their workdays in June.

“August [2025] foot traffic in downtown St. Paul, we had an average daily population of about 45,000 people,” said Joe Spencer, St. Paul Downtown Alliance President.
