Toledo woman honors Kei’Mani Latigue with memorial upkeep, plans community event

TOLEDO, Ohio — Whether it’s pulling up weeds, cutting down branches or just making sure things are in place, Jocelyn Finley says she’s doing her part to keep the memory of 13-year-old Kei’Mani Latigue alive.
