Tijuana firefighters rescue 10 puppies dumped into storm drain along busy highway

SAN DIEGO (Border Report) — Firefighters in Tijuana, along with personnel from the city’s civil protection department, managed to rescue 10 puppies that were dumped into a large drain along a busy border highway.

An anonymous caller dialed 911 to report someone had abandoned the small dogs in the drain.

Firefighters responded to the area but decided it was be too dangerous and inconvenient for drivers to block portions of the roadway to attempt a rescue.

Instead, they drove to the top of the canyon and set up an apparatus that allowed them to repel down the side of the canyon…
