BAKERSFIELD, Calif.(KBAK/KBFX) — The Kern County Board of Supervisors has approved a plan by the Department of Human Services to partner with the Social Policy Institute (SPI) for an external review of child welfare services.
This decision follows the tragic death of 8-year-old Genesis Mata, who was allegedly tortured to death by her father and stepmother. The last review of the service was conducted in 2006.
