TAMPA, Fla. — Neighborhoods turned into rivers after Hurricane Milton made landfall one year ago.
However, it was an unexpected and devastating blow to families in areas outside of what’s been considered flood-prone areas. Areas in North Tampa, Forest Hills and the university went underwater, leading to numerous water rescues.
