BALTIMORE (WBFF) — A bill proposing new regulations on the Baltimore Children and Youth Fund (BCYF) is in limbo as nine City Council members refused to answer questions about whether they support stronger oversight of the nonprofit that receives nearly all of its funding from taxpayers.
Six City Council members cosponsored the bill last month to require new transparency measures at BCYF, which received $16 million in this year’s city budget — money guaranteed annually through the city charter.
Under the bill, BCYF would:
- Undergo a performance audit from the Baltimore City Comptroller every three years
- Restrict grants to organizations tied to its staff and board
- Limit the city government’s ability to use BCYF money for government programs
