NEW SCOTLAND — Rail giant Norfolk Southern Corp. is suing Voorheesville over the village’s efforts to block construction of a “crew-change facility” next to its tracks near the intersection of School and Prospect streets.
The Atlanta-based rail carrier says the village has no authority under federal law to stop the construction of the new building, which is needed for the operation of a new line the railroad is opening between Binghamton and Worcester, Mass., that will carry double stacks of cargo.
Norfolk Southern filed a lawsuit against the village on Oct. 9 in U.S. District Court in Albany. The lawsuit seeks an order allowing its plans to move forward after the village issued a stop-work order for the project on Sept. 10…
