I agree that not trimming the dead fronds on the trees makes the community look shabby. I do not believe that trimming the trees is bad for their health. I do believe that that stance is a great excuse to not spend the money to have them trimmed.
I lived in a beautiful gated golf community in Naples for 11 years and was a board member of one of the villages for most of that time. The community bylaws required all palms to be pruned each year. Yes, it was a significant expense but was important for appearance and safety.
It should be done here, also.
