According to an FPD news release, officers were sent to the protest on Greeno Road after receiving complaints of traffic hazards in the area.

When they arrived, an officer saw someone in a phallic costume near the Baldwin Square Shopping Center.

The officer asked the woman to remove the costume because it is deemed obscene in a public setting, according to police, but the woman allegedly refused.
