Portland Police Monitor Peaceful South Waterfront Protest; No Arrests Made

Portland residents gathered in what has become a familiar scene in the South Waterfront area, but the Sunday protest on October 19 was met with police presence that ended without incident. The Portland Police Bureau, overseeing the assembly, assigned an Incident Command Team, which managed various units, including Dialogue Liaison Officers (DLOs), Rapid Response Team, Air Support Unit, and PPB Sound Truck, to monitor the protest activity, according to a report by the Portland Police Bureau. The DLOs, identifiable by their white uniform shirts, served as a bridge between protestors and law enforcement, emphasizing communication over enforcement.

Despite the large law enforcement contingent, the PPB didn’t observe any conduct necessitating intervention. There were no arrests made during the protest. The department confirmed this in their evening report. To date, the tally of arrests connected to the ongoing demonstrations in that area has reached 53, yet the PPB highlighted in their statement that maintaining public order does not automatically equate to making arrests, as their primary function is to uphold public safety and facilitate constitutionally protected activities.
