SYRACUSE, N.Y. — Public comment is being invited on proposed changes to electric and gas delivery rates by New York State Electric & Gas Corporation (NYSEG) and Rochester Gas and Electric Corporation (RG&E), as well as potential closures of some walk-in offices.
