Three Denton Police Officers Indicted After Investigation into Arrest of Homeless Individual

On October 23, 2025, a Denton County Grand Jury indicted three police officers on charges related to alleged criminal conduct in the Denton Police Department. The officers include one former and two current members of the department. The indictments followed an investigation that began after concerns about the arrest of a homeless individual in March 2024. The Denton County District Attorney’s Office found differences between the probable cause affidavit by Officer William Hulslander and body camera footage, especially regarding Officer Ronald Foy’s use of chemical spray.

Officers Foy and Hulslander were placed on administrative leave in February 2025. The investigation also included former officer Joel Weinstein, who had left the department before the allegations were made. Police Chief Jessica Robledo directed Internal Affairs and Major Crimes units to investigate the matter.

The Internal Affairs investigation found policy violations by Foy and Hulslander. Foy received an indefinite suspension without pay, which is considered termination under Civil Service rules. He has appealed this decision. Hulslander accepted a 90-day unpaid suspension, the maximum allowed short of termination.
